In contrast with Sinai comes this reference to Mount Sion; instead of terrors are glories; instead of the material, the spiritual; instead of distance, access. Here, again, there is a sevenfold description. There seems to be a distinction (v. 23) between the early Christian Church, the believers of the first day, “the Church of the first-born,” and the Jewish believers of the Old Testament, “the spirits of just men made perfect.” This distinction is also seen in 11:39,
